My son is a senior in HS and is planning to apply as an OOS student to a number of State Universities. Chances of him getting a scholarship from these institutions are small. What is a good time to start applying for outside scholarships?

If you look at some of the scholarships on Fast Web, just as one example of a source of outside information, I think you will discover that many deadlines are fast approaching, if not already passed. On the other hand, high schools often act as the administrators of locally based scholarships, and those decisions are not made, usually, until much later in the year. Your son should be talking to his guidance office at school to get deadline information, and he should be looking all over the web for more information. Now.

I perused a book at a bookstore last year that listed thousands of scholarships for freshman and upperclass students studying in a lot of different fields, and many of the deadlines were very early in the academic year. (FWIW, most of the engineering and tech-related scholarships were not available to freshman, and many of the scholarships are at least partially need-based.)
