<p>the answer is the politically correct "holistic method" which is to be used by the University of Washington and increasingly found elsewhere. the guideline is "what can you contribute to our community which we are building?"</p>
<p>A safety is a school where you are clearly a desirable commodity. If your numbers exceed the top level of their SAT/ACT scores you can consider them a safety--however there is no simple safety rule you can live by. If you a notoriously dull person who has only studied their rear end off in HS and earned a 4.0 or better, taken numerous APs but has not rebuilt New Orleans single handed, founded a charity that surpasses Mother Theresa or cured the deaf, lame and blind you are not guaranteed a place in their community.</p>
<p>That is the sad state of academia. Remember the axiom: Those who can, do. Those who can't, teach.</p>

It depends on the college. If you're looking for financial aid, your stats would have to be far above the 75th percentile unless, perhaps, you're applying to a rare college that gives internationals financial aid yet has difficulty attracting them. Such colleges are likely to be in the middle of nowhere and not highly rated.</p>
<p>If you don't need financial aid, and are applying to a college that is not a place like Harvard, Princeton, etc., it may be possible that you can get in with stats that are toward the lower end of the 25th percentile. That would occur if the college wants to have a diverse campus yet does not get a lot of international applicants who can afford the fees.</p>
