Where is the proof that Harvard rejects so many percent of perfect scorers?

My AP-statistics knowledge tells me that since only about 250 people score 2400 on the SAT each year, it is impossible for the sampling statistics to be an accurate representation of the tiny population. So even if only 80% get into Harvard (a statistic that is dubious given the media reporting), it still will be heavily skewed and inaccurate.
