Does publishing a research in a journal and being a National Math olympiad get you a 1 in the Academics?
If not then what do you need to do to get a 1 in Ecs and academics?

What’s a 1 ? Top rating.
Those are great and certainly help you stand out. But so are a job, playing a sport, walking dogs and generally doing something non academic. Many will want to see a personal side to you and not just this competitive school side.
Good luck.
You need to have an accomplishment which is in the top 5% of the applicants. Since you do not know what the other applicants’ profiles look like, you have no idea what will get you a 1.
Why does it matter?
I am assuming that the OP is referencing the classification from Harvard that was discussed in the lawsuit.
I think it is easier to say what will not get you a 1. For academics, grades and standardized test scores will not get you to a 1.
