Which high school grades do they look at for admission to CPP?

Do they look at cumulative GPA for all 4 years of high school, just 10th and 11th, or something else? Do they take wighted GPA into account?

You self-report 9-11th grades when you apply. You also report in-progress Senior courses. 9th grades are reviewed to make sure you have passed and completed your a-g courses. 10-11th grades for the a-g courses are used for CSU gpa calculation. Mid-year Senior grades may be requested if you are a borderline applicant and doing well Senior year maintains your provisional admission. All grades for the a-g courses are important.

Capped weighted GPA is a-g courses taken 10-11th grades with up to 8 semesters of weighted Honors classes. Honors classes must be UC approved Honors, AP, IB or Dual Enrollment. This link lists approved classes with a yellow star by High school.
