Which school could I get into and is best for IR?

I'm a highschool junior and I think I'm decided on an International Relations major. Now I need to narrow my search for colleges. A lot of the top schools for IR are extremely selective and I don't think I could get in but there seem to still be good ones and some very good ones that I could get into. My unweighted GPA is a 3.5, I am taking the most rigorous classes I can and I'm in the top quarter in my high school class but certainly not at the top. I take the SAT in a couple months but my projected total from the PSAT is 1850 but I think I can score higher than that. So I want help and guidance as to which schools from my list am I likely to get into, and then which that I could probably get into would be best for my major. I'm also a California resident so I do have a leg up on getting into UC schools compared to non residents. Also I'm looking mostly in the west.

UC Berkeley: Would I be able to graduate within four years? I've heard UC schools are getting tougher to get enrolled in classes when you need to be. Also I'm not sure if IR is offered as its own major or as a concentration within Political Science. If its a concentration does this matter?
UC Davis
UC San Diego
University of Washington: Its a good school but is it good for IR?
University of Denver: Love the campus and atmosphere but is its undergrad IR program good? I know the masters program is highly ranked but I'm not sure about bachelors.
Georgetown: Its great for IR as I've heard but could I get in? And if I do is it worth the expense?
American University
William and Mary: Is it any good for IR? How does it compare to the other public universities I've mentioned?
Gonzaga: Is its program good?
Tufts: Could I get in?
Reed College: Is it strong for IR?
Boston University
Claremont Mckenna: Could I get in? How does it rank for IR?
University of Chicago: Would I ever in a million years be able to get in?
George Washington University
California State: Chico: It's thing for me to get in but will it (Or any other Cal State option. I'm not sure how many have IR but I believe Chico does) actually be a good platform for me to advance to another school for a masters degree or for jobs after college?

Thanks for any guidance. Are there any good options that I've missed?
