Which teacher do I ask for letter of recommendation?

I just noticed this on their website:

I have my reference letters from a math teacher, a chemistry teacher (submitting for optional) and a history teacher. I never asked my English teacher for a letter because the history teacher knows me better personally so I thought that would be a better option. But since I’m an international student I’m wondering if not submitting a LoR from an English teacher might have a negative impact on my application. I did some schooling entirely in English (including all 4 years of high school plus some middle school) and my SAT reading subscore was high enough to get the TOEFL requirement waived. Would this be an issue? I’m applying ED (actually was planning on submitting my application today) so I really hope it’s okay to submit a history LoR instead of English.

And also, how do I make a distinction between main LoRs and additional one? I tried removing the additional chemistry one and re-adding it to see if it will be the last LoR on the list but Common app automatically sorts them alphabetically. Or does this not matter at all?
