My son took the SAT twice. The first time, December 2020, he did not pace himself well on the math and ran out of time, but did well on the verbal. The second time, March 2021, he did better on the math, but not as well on the verbal. He only took the ACT once, but did pretty well.
He is an unhooked white male applying to in-state public universities and schools that give significant merit aid for high stats or national merit. I know some of the schools superscore, but will sending the December SAT with the bad math score hurt him? How much will it help him for them to see the higher verbal score from the December SAT?
Which of these scores would you recommend he submit?
ACT Feb 2021
Composite 35
Math 35
Science 35
English 36
Reading 34
SAT December 2020
Verbal 770
Math 640
Composite 1410
SAT March 2021
Verbal 740
Math 770
Composite 1510
He should submit both the superscored SAT and ACT. On the Common App, you have the option of inputting your highest SAT Math and EBRW scores, so superscored he would have a 1540 (colleges couldn’t care less about how many times you took it or the breakdown of scores per date). He should also report the February 2021 Act on the Common App.

Schools that don’t superscore certainly do.
You can tell things are getting back to normal either the return of “ What scores should I submit “ posts vs. the “Should I submit my scores “ Covid posts.

The vast majority of schools superscore the SAT (fewer superscore the ACT) I agree with @highschoolnerd1 that he should use the 770’s from the 2 SAT sessions as well as the excellent single sitting ACT on the Common App unless you know that a school he’s particularly interested in does not superscore and/or wants to see all scores from the SAT, in which case just use the ACT.
