<p>Can someone explain the right answer?</p>

<p>C is the only one that uses farmers as the subject...</p>

<p>And you can rewrite it:</p>

<p>In order to make a profit, farmers must have their taxes greatly reduced.</p>

<p>definitely C. since farmers are the ones that want profit, only 2 choices are left and C makes more sense than D</p>

<p>and D is wrong because it's "taxes"</p>

<p>It has to be C:
"Farmers" are the ones who "make a profit consistently", so "farmers" is the subject of the sentence. The others are wrong because "farmers" is not the subject, but rather something else.</p>
