I have not seen this addressed here so here goes, Who has the final say? If NYU wants to open dorms and classes in person in Sept, can they? I get that a state flagship public like Rutgers in NJ , the Gov has a ton more influence vs Princeton for example but who has the final say, said college, the place they are located ( ie local mayor) or the state Governor ? I would think this is more a state thing vs federal but I may be wrong.
The college’s leadership and all applicable governments in its area would have to say.
In our state, surely the state and county health officials would have influence over those decisions.
Every state is different. Since you used NYU as an example, da’ Mayor and the Governor both claim final say, but obviously only one of them does. Similarly, in California, when the state issued stay-at-home orders some counties went beyond the state’s instructions. Tesla claimed that under State directive it was Essential, but Alameda County Health Department said, ‘gotta close’. Elon could have sued the County for clarification but chose to close down instead.
Beyond any health care quarantine directives, the college President and Trustees will weigh in.
Isn’t it more like, for a college in NYC to reopen, all of the following must happen: (a) the college itself wants to reopen, (b) the city says that it is ok to reopen, and (c) the state says that it is ok to reopen?
The federal government could control transportation, like AmTrak or airlines.
In most states the governors issued orders about size of groups gathering. The restrictions on in restaurant dining also came, for the most part, at the state level.
