Who usually reviews student applications?

Is it generally done by an undisclosed council or individual, unrelated to the school/department?

Is it a provost or a responsible of 'Academic Administration & Oversight'?

While im sure it varies from school to school there has to be a common thread...

applications....for colleges?

your friendly neighborhood stalker reviews them of course.

actually, usually at least one admissions officer reviews each individual file, and decisions are sometimes made by an individual admissions officer in the case of an outstanding or really bad applicant, also, more often than not from what I've heard, an admissions committee makes a decision, with one officer who still thoroughly reads your file.

It varies.

Varies college to college but a majority of them tell you in their website.

Your regional admissions rep, and if you pass the first reading, another rep. and perhaps and entire committee. At some schools, like Wellesley, there are students on the committee.
