Why does URSA/Registrar do this?

<p>I want to enroll in a class tomorrow... but its getting full quickly.</p>

<p>The class has an enrollment capacity of 180 and is divided into 6 discussion sections, however each discussion is capped at 25 instead of 30?</p>

<p>Can someone explain this to me?</p>

<p>There’s always a chance of people dropping if you’re willing to bet on that. Otherwise, have a backup ready.</p>
