Why on many of these reports, are about 98% of the kids planning to graduate a year e

Why is it that on the Texas report, as well as every single other report I have clicked on, is it reporting data that 98% of the students plan to graduate in 2013...meaning, an entire year early? And several of them indicate they plan on graduating the spring before? I could see some kids graduating early, but not 98%.

Is this just an error in this one error, of each report, or are we reading the wrong reports?

I am suspecting it is just a typo. Who ever did the reports probably used the template from the last year and forgot to change the dates there.
