Will high standardized test scores make up for a subpar GPA?

Hi All,

So I have gotten a few B’s in high school that have led to a 3.9 GPA; will my standardized test scores (35 ACT, 2300 SAT) ‘make up’ for the GPA at schools like GTown, Vanderbilt, even state flagships?
