It means exactly what it says, they are still working on your financial aid package. If you are an out of state or International applicant, you should expect to be full pay or close to full pay. Little to no financial aid is available other than for in-state applicants.
If you are not a resident of California you will be full pay ($65k per year). The only funding you may have available to you is, if you are a US citizen, you may have loan options available.
The financial aid office is separate from the admissions office. The school has to prepare a general statement/announcement about when financial aid information is coming out.
Well, I was accepted to Wisconsin Madison and Penn State for Computer Science. Even a few Canadian Universities. Only If I receive a scholarship, I can consider it.

You have to pay full fees. That statement was a general statement to all their applicants. You are not getting a scholarship to attend Davis because it is a public school, funded by taxpayers. The state is limited in funding. School funding comes from the State of California and has no funds for non-taxpaying residents.
