Only if the decrease is in the same subject; a 7 to a 3.
Generally, no. I’ve heard of cases where 6-7 points leads to being rescinded, or made to retake exams a year later, but not for 4 points.
Why not call Rice and ask - only they will truly know.
If that’s the score you’re going to submit, they’re going to know - so if you want to know, ask them.
I don’t know how IB works, etc. but if I was delivering something less to a college then promised, it seems the logical thing to do.

But applied to Engineering with Math and Physics HL 6s and you have 2s? Yes.
