I applied to several schools and advised that I wanted to major in civil engineering. Will this hurt me by declaring a major or does it really not matter. I think now i want to change the major. I am afraid that the school will not consider me for any other major.
Should I have applied undecided, and how do i let the schools know now?

It depends on the school.

At some schools -- I know Georgia Tech is one of them -- what major you apply to really does affect your chances. They expect different things and have different requirements from engineering majors than they do for their management and liberal arts majors, and it's not easy to switch once you're there, as you apply into one school with a specified major.

And at other schools, it really doesn't matter because all the majors are housed in one school or college and it's easy to switch between them. No major is more competitive than the other in these cases, and that question is really just for some planning and to tentatively assign you to an advisor. I know that I specified political science as my major to the college I went to, and I changed it within a month to sociology (and changed it the next semester to psychology).

Usually the school's website will tell you what kind of school it is and whether it's important. It IS important at a lot of engineering schools, so I would check closely.
