Will Transferring Be Better?

I’m just starting my undergrad career at an instate school that isn’t really the best one in the state (high school students here consider it 3-4 best but college ranking sites list it 5-6). I really want to be out of state, but honestly it’ll be much easier to get a higher GPA at this university than any out of state one, and someone who just graduated last year from this school is now attending Harvard Law. So even though I really want to be out of state to get a better undergrad experience, if law school is the end goal then will the law schools care if I stay here at a lesser known university if I get high GPA and LSAT scores?

Law school won’t care where your GPA comes from, just what it is. That’s as true for whatever college you’re at as it is for wherever you want to go. Undergrad is 4 years. No reason to suffer just because you think you might get a better GPA.
