Will UC college hold it against me if I don't report family income on app since it is not required ?

UC help desk emailed me that it is not required to disclose family income if not using fee waiver or applying for EOC (Educational Opportunity Program). I am concerned after much research that due to budget cuts UC's are not REALLY making need-blind admission decisions as they need the $$ so if it comes down to 2 identical candidates except one lower income family they may choose to go with the $$.
I qualify for fee waivers and have lower family income but I am thinking of using my 4-6 fee waivers I have been issued for Common App colleges I am applying to as they are reportedly able to make more ACTUAL need-blind admissions than public UC's- and then I will not report family income or family size ( both not required if not using fee waiver or EOC) on UC applications. I have been informed that this has nothing to do with financial aid applications.
But I am concerned that UC admissions will not like that I left family income blank and did not include and that this might be held unfavorably against my application/admission??- please provide feedback on this.
Thank you

For UCs it’s better to appear poor. So not reporting income is actually a plus unless you are really poor.

UCs are said to like students who overcame poverty or disadvantages or adverse situations. So concealing growing up in a lower income family may actually work against you in UC admissions.
