When a student is eligible to opt out of a particular class due to a diagnosed learning disability...

Is it better to

just take the class and get a negative GPA hit (B,C,D...whatever)

drop the class entirely and hope colleges accept that a prep requirement was unfulfilled for a good, documented reason

OR

take the class PASS/FAIL?

Don’t register for the class in the first place.

but if you have registered, are part-way through it, and wonder how to deal with it, make an appointment with your advisor, and follow that person’s advice. He/she is on the ground there, and knows whether or not a grade of X in course Y for a student in major Z is likely to have negative effects on that student’s future.

This is for high school, and the class would be a requirement if not for the learning disability-related options.

Since you have a formal waiver, then don’t take it. Take something else that is more meaningful for your future.
