<p>My Q: The statement HAS TO come at the start? Can't it come in the middle, let's say, after an anecdote or something?</p>

<p>I think they mean that it should serve as the intellectual point of departure, and there is no expectation that it necessarily needs to appear at the beginning of your essay, or even in it at all.</p>
