<p>It depends on where you apply. In Sweden, it wouldn’t do much. In the US, it looks far better than French or Spanish, though. If you can tie your abilities into an EC or an essay, it certainly could be a ‘hook’.</p>

<p>There is a difference between a Hook and tip. Being fluent in those languages can afford a small advantage (hence a tip) but everything else needs to be up there: scores, GPA, EC’s recommendations. Also, if you have some experiences in learning those languages, it could translate into a good essay. You can use it to your advantage, but it will not give near instant admission. </p>
