So, I am seeking to apply as an international transfer to a university in USA at my fifth semester (fall 2013). But I do not want to get TOO ambitious in my college choices. I feel like indeed the following are too ambitious.

university of massachusetts Lowell
university of massachusetts amherst
University of South Florida

So, I am currently studying computer science at the American University in Cairo. It's one of the top two schools in Egypt. My particular major is ABET accredited and the AUC is also accredited by Commission on Higher Education of the Middle States Association of Colleges and Schools.
My current GPA is 3.64 but hopefully I will do the best I can to improve it next semester.

My SAT score is 1880 (but I don't know if they will need that at this point) they don't usually require them for international students, but I took the exam because my high school followed the american system.
Critical reading: 510
Writing: 700
Math: 670

In school I graduated top of my class but the school was not that competitive, and again, I am not sure if they'll ask for that either, because I'd be categorized as a transfer in all three universities.

I know I will have to take the toefl too, and I have already taken it before. However it will expire soon, which is why I will take it again.

So, looking at all the above, am I being overly ambitious with my choices? my friend transfered got into USF with a D+ in her transcript. But she has an American nationality so she is not an 'international student', so I thought I should not compare myself to her because the situation is different?
Do you think I should instead dedicate one of my options to a "safety university"? If so, how can I determine if a university is indeed a safety university for me? I am very confused, and I feel like I should be very careful with my choices or I'll end up being denied from all the colleges I want to apply to. What do you think?
