My friend is applying EDII to WashU and he really wants to go there...we met there this summer as roommates and we had a great time, taking 7 credits each in 5 weeks and now we talk almost every day. I could say many positive things about him and working with him at WashU. Would writing a peer evaluation (writing a letter, signing it, and then sending it to the admissions office) help with his admission at all?

A lot of schools frown upon peer/parent evaluations. Rec letters like that are sometimes too biased. I don't think it will either hurt or help him. It shouldn't hurt because it's something positive, and it might not help due to the objectivity.

I'm not too familiar with Washington U, but if they openly accept peer recs, go for it.
