Why would it be to require instead of requiring? and how would you know when this is indeed the case?</p>
<p>In that sentence “requiring” sounds awkward. In many questions, if the sentence sounds weird, it’s probably wrong</p>
<p>If you are a non-native speaker you probably have to memorize long lists of gerunds vs infinitives. :(</p>
