Why would it be to require instead of requiring? and how would you know when this is indeed the case?</p>
<p>Decided takes an infinitive. So it needs to be:</p>
<p>The college has decided to require…</p>
<p>NOT: The college has decided requiring…</p>
<p>You can almost always just trust your ear on these types of questions. They should be quite obvious.</p>
