<p>They were the only ship (in San Diego) to have a homeport rotation (I didn't make this clear) that large...he was being dead serious and not overgeneralizing.</p>

<p>That would be inport. AFAIK, only officers are permitted to be OOD underway. I certainly have never heard of any exceptions to that.</p>

<p>That is exactly what I meant by overgeneralization, that it applied to homeport duty only. And I would bet that it only applied to portions of the homeport duty.</p>
