20 ACT score and 4.0 gpa, Any chance for Macaulay Honors college?

Here is my deal, I wanna get into the Macaulay honors college (who wouldn't) but Im afraid my app will just get thrown away based on my ACT score. I took it twice already and my score remained a 20. =___= My sat is just as terrible (1510)-(970 for M+R) . So, since I don't meet their requirements which states that all applicants should have a 28 on their ACT, my guidance counselor suggested me to go general on the cuny app instead on Macaulay honors...But I dunno, if I should do that...My GPA is 4.0 and my lowest regents score is an 89 on english. All the others are 90 and above. If I decide to go macaulay even though my chances are slim, will that hurt my chances of getting accepted as a general freshmen? I know that I would have to get accepted into a cuny campus before being considered for Macaulay, thats why the admission process is 2 stages. So, will I have anything to lose by applying to the program anyways? I mean I could still get into the campus I applied to even though I dont get into Macaulay right?
I guess I should also say that my extracurriculars aren't so amazing either compared to other people on cc. Did some peer tutoring, community service ( less than 25 hrs though), Did 2 summer programs at different colleges, and an after school program last year. So I dunno if I should go macaulay anyways instead of general freshmen, at least I would have tried...

sorry, very very little chance you’ll be admitted. there are plenty of other applicants that will have the same application as you, but with a 30+ ACT.

so should I go general or apply macaulay anyways? The reason why my act sucks so much is becoz, I never knew about it until last year. Its only been my 3rd year here…

If you are ELL, then make SURE your counselor mentions it and how much you’ve learned in just three years – but how that limited presence in the US affected your score to the point it doesn’t reflect your ability. Do apply to Macaulay. Then apply Honors to non Macaulay campuses. If you’re not admitted to Macaulay you’re automatically considered for admission at the campus anyway, and you may get in then. I don’t see what the downside could be.
Do apply to other schools though - SUNYs and a couple private schools that have a holistic admission process (meaning that they look at your scores “in context” not as an absolute measure) and meet 100% need (if you need financial aid).
Since you do well at school but are stumped by standardized tests, you can also try to apply to Bard through the Bard Examination - 4 long papers to prepare on your own, no test scores to send, no application fee, and an answer by Jan 30.
You can also apply to schools that don’t require SAT scores, although some don’t meet financial need in that case (not all).
