Because the author passage 2 deems migration as something done intentionally. If the butterflies’ location were subject to the wind, it wouldn’t be called “migrating”. As a matter of fact, I remember very clearly that the word “intentionally” was on the passage.</p>

The last paragraph clearly stated that winds affected the pattern. There is absolutely no doubt about that. And this was the reason provided by author of passage 2 for their movement</p>

i am sure that fortuitous circumstances, deliberate action, instinctive ?? are in the same question. They are not choices from two q. I guess determined by wind is the choice of another q.</p>
