I have my heart set on penn and according to their stats i have about their average sat score.(plus i have some legacy) Do you think I should re-take? I mean, it seams that everyone on cc has scored at least one hundred pts higher...

legacy, plus every score over 700? Concentrate on the SAT2s. If you have a moment of panic next fall you can always retake it then, but you should be fine. It's much more important for you to do the kind of work this year that will get you two superb teacher recommendations and get involved in your ECs so you'll have things to write about on your application.

Retake, especially because that 750 in math can easily be pulled up to an 800 and the writing score has 90 points worth of improvement that is not that hard to improve. Assuming your critical reading stays about the same, you can max up over 2300.

^ i think im gonna concentrate on getting 770+'s on the SAT 2's first and then if i feel like i need to take the SAT i will do it in october... no one has rele made a convincing argument that a higher sat will make a huuge difference in acceptance. If i have a lot of other stuff going for me, why stress over surpassing penn's mean score? (im not saying that im confident i will get in, but im not sure a higher sat will make/break me)

Well the SAT as of right now is more important than SAT 2's in admissions and if you can pull your score up 100 points or more it will help you immensely.

SAT 2's are more important at the higher tier schools because:
1. the exams are harder
2. they reflect both ability AND knowledge
3. only the "elite" take them, so it's to help separate the best of the best.

so far i have a 750 in bio m... (could have been higher but i took it before AP bio), and im taking two/three more this spring... i thought that ectra cirriculars/ character was more important than the SAT 1 and 2(as long as the score is in the school's range)... that's why im kind of dubious about retaking
