Are people notified if they are winners on a rolling basis? Will non-winners also get notification? If so, when?

My son was also waitlisted at his first choice university, and this is the school he had listed on his National Merit info. I called NM today, and they told me not to have him decline the award. Just send the form back stating he was accepting the scholarship. He is then to return the Transfer of Scholarship form as soon as he has solidified his college choice. I called his new first choice school, and they told me that my son is no longer eligible to receive their $2000/year NM scholarship since he was awarded the one-time $2500 scholarship. While other schools allow kids to take the $2500 the first year and are given the $2000 in subsequent years, this particular school does not do this. Therefore NM Scholars get $2500 and NM Finalists, at this school, get $8000. This seems odd. If he declines the $2500 award, he will get nothing. They do not give anything to students who declined an official NM award, even the non-corporate ones. The Financial Aid rep at the school did tell me that “it really didn’t matter” since the $2500 or $8000 would just be subtracted from the merit aid already awarded to my son. Out of curiosity I called another university. They have a different system. They would allow him to take the $2500 as a freshman, and they would then give him their “institutional” award of $2000/year starting sophomore year of college. This money would be subtracted from his need-based aid (loans and work study) but not from merit aid or grants. I guess you just need to call the schools. By the way, the NM offer was dated March 22nd and has to be accepted or declined by this Wednesday, April 4th.
