99 plus Percentile Confusion

This is a short question regarding the percentiles on the SAT and PSAT.

What is the difference between the 99 percentile and the 99+ percentile? Is there a cutoff, like 99.5, where the percentile would round up to 100, but it is impossible to be better than 100% of test-takers so CB writes 99+?

When CB used to publish the actual number of students scoring at each 10 point increments, 99+ always started at the first score that exceeded 99.50%.

While they don’t define it, I have always assumed that this still holds true.

(I do appreciate that they don’t call anything 100th percentile, as ACT does.)
