Short answer: Yes to both, but some schools require that you send in all your scores.

I still saw some posts that say SAT send all or nothing. Is that true? I need more clarification on that.

It depends on the institutes you are applying. Some schools do require you to send while others don’t. You need to check on each school’s website.

I meant the process. People simply say without complications that they can choose which scores to be sent for ACT. Others say that they cannot choose one score and leave others, but rather hide, which I don’t get.

If you try selecting one or two scores to send but select a school that doesn’t accept Score Choice, you’ll get a warning stating exactly that. Otherwise you’re free to pick scores. Note that you can’t pick individual subsection scores for the SAT 1. You can only pick the set of scores from a given test date. So if I got 800 CR, 600 M in September but 600 CR, 800 M in October, I couldn’t pick the 800 CR and 800 M and send it in - it’d be either the first set or the second set.
