<p>sorry to disagree, but the answer is definitely yes. At least at certain competitive places. And it will change the timing. Ex: NROTC The issue is simple. If they can get a good student who is a guaranteed full-pay w/ a recipient was admitted to Penn State w/in 2 weeks of notification of ROTC scholarship. scholarship from OUTSIDE U. funds, they are quick to act. MANY students w/ equally good credentials, some even superior, either heard months later or were rejected outright.</p>
<p>This may not be the case everywhere, but I’d suppose most. It’s simple dollars and sense. A great full-pay student who is less likely to be a social misfit, more likely to be a campus leader.</p>
