So I don’t really know much about transferring since most college transfer FAQ sites I have seen are vague in the process compared to the freshman process. I have three questions in mind;
Does the college you are transferring to care about what college you are transferring from, as in is that some aspect of your application they evaluate (Silly question because of most people transferring from community colleges but I'm just curious)?
Can you transfer as a double major from the college you're transferring from, or do you have to choose just one major? What if both majors are in different schools (ex: one major is in the school of science, and the other one is in the school of engineering)?
I read somewhere here that when you transfer, your GPA doesn't. Does that mean it's as if you get a "fresh start" on your GPA when you transfer?

Not really. The only thing that may be factored in is course rigor (eg. 3.5 @ a lower ranked school is not the same as a 3.5 @ a higher ranked school) though course rigor doesn't really apply to most transfers.
You can only apply as one major. Though, your credits from your other major may transfer over, and you can continue your double major.
(eg. I am a transfer applicant from X University double majoring in computer science and chemistry. I apply to Y University as a chemistry major. However, the computer science credits I took at X University transfer over to Y University.)
Both college GPAs only matter if you plan to continue to grad school / professional school (medical school, etc.) So no, you don't get a fresh start. (eg. Medical schools require students to submit transcripts from ALL post-secondary institutions they have attended.) How your GPAs are looked at isn't known, and it may very well differ from every grad program.
