I know there are not so many universites which are full need-based for international students, but is there any list of them in which I could look at and find some to apply. I have made a research on the websites but I found only few universities from the Ivy, Top 10. I would be really thankful if someone post such a list.

There is a list at this link:
[Need Blind Admissions for International Applicants to US Colleges | ULS blog for International Students](http://www.universitylanguage.com/blog/20/need-blind-admissions/)

Also, remove Middlebury from that list.

I hoped there would me some universities more than “these eight” but evenmore there are less. What is the situation with need- sensitive? I need a full financial aid (+room and board) so is it better for me to apply to need- based and need- sensitive schools most of all?

You need to apply widely, and especially to schools where your stats are very high among applicants. No one knows how much colleges will give internationals this year but it’s highly likely to be less than in past years because of endowment losses. Just as Middlebury has suspended being need blind, many schools will simply fund fewer internationals. You will need to be an outstanding candidate to get fully funded.

I’d like to point out that, although Middlebury will only be need-blind in admissions for international students to the extent that resources permit, Midd has a substantially higher financial aid budget for international students than most of its peers.

Arcadia is right: the College reported that, in the entering first-year class, there are 70 international students, and the overwhelming majority received significant financial aid. That 70 represents 10% of the first-years, including Febs who will matriculate in February 2010, which reflects the commitment to international students despite the financial challenges.
