What about waivers?
A great initial list, though I don’t think they are all free to apply to.
Students today spend upwards of $250k on college, and it should be seen as an investment. If there is a college you would like to apply for but need the funds - please consider a fee waiver. Have your high school counselor write you a letter demonstrating need. Please don’t skimp out on this!

Many of the LACs will issue a waiver if the fee would truly be a hardship and you call them and let them know. Your guidance counselor may have to send a hardship circumstances letter for you.
Also, many of the LACs will also allow your school to submit your test scores so that you don’t have to pay to send them.
For both of the requests above, each school has their own format and their own policies for these waivers. You should call each school personally to ask if a waiver is possible and how you can go about getting one.
Also, be aware that applying to many, many schools has started to become a disadvantage in some cases, just in the last couple of years. Don’t go nuts because there are no application fees. It could hurt you in the end.
I think most colleges require fees to submit an online application. So, they are not totally free. Bashar H. Malkawi

Tulane is free to apply to and Cal Lutheran has offered a free application to my daughter (unsure if this is targeted or if they offer it to most applicants).

My daughter and I just visited DePaul University in Chicago. There are no fees to apply as an Undergraduate.
Iowa State University is another college that is free.
does anyone know if any of these schools are still taking apps?
