Veering just a little off track here
Assuming you qualify, and it sounds like your GC will agree that you do, you can go around those and simply have the GC sign the common app fee waiver (assuming you are applying only to common app schools). If you are applying to non-CA schools then get the College Board/NACAC fee waiver. If you used a waiver for the SAT they’re probably coming automatically in the mail anyway.
Do you qualify for free lunch due to your mom’s income? Can she afford to pay for your meal plan, books, & personal expenses? Who’s paying for travel? Ask each how much they’re willing to contribute and make sure you find a financial safety based on that number.
