<p>I am applying to a scholarship that's only awarded to you if you plan to attend a public University. </p>
<p>I have applied to 3 public universities and 6 private and i am not sure that i will go to one of the public University yet.<br>
Should I still apply?</p>
<p>And if i get the scholarship and ended up not going to a public University, is that ok?</p>
