<p>is it easier to get in a public college for a local student than out side that state?
if I am a international student(non financial-aid), do I have equal amount of chance compare to those students from,, for example, New York, in the admission process to UCB? or its still prefer US residents even they are not in the same state.</p>

<p>It's easier to get into the UC system if you already live in California. I don't know much about the difference between OOS and International so hopefully someone else can help you there.</p>

<p>Neither gets any advantage. However, int'l applicants are evaluated in the int'ls pools, and OOS are evaluated with other applicants from their areas. It depends more on where you finish high school.</p>

<p>I think so, the only people benefiting off of public schools are those that live in-state.</p>
