I'm not quite clear on the SCEA program. Does it mean that I can apply to a non-binding public state university, namely College Park? I have checked out the website and it says: "You may apply to any public institution at any time provided that admission is non-binding."</p>
<p>Yes, that’s what it means. You can apply to Yale SCEA and ANY non-binding public institution.
