Academic dishonesty and students' records

What is meant by "punishment goes on the students' records as a case of academic dishonesty" for someone who has been caught cheating and has been suspended for one day. The student is a high-school senior with decent academic scores and has been already ACCEPTED in several UCs and CSUs.

Few questions :

a) Does this fact goes on to the student's official transcript OR OTHER school records?
b) Does the high-school self-report the incident to all the colleges that the student has applied to?
c) Does the student need to self-report this to all the colleges that has already accepted him?
d) Does UCs or Californina State University cares about this information for admission decision since it was never asked in the freshman application?

I am looking for objective feedback to the above questions without moral prejudices to cloud the answers.

The first question can be answered by the GC of the HS…they will know whether the suspension is going on the student’s record. You need that information to answer all of the questions that follow.
