I heard that the ACT(maybe the SAT too) determines how well you will do during your first year of college. Do they try to determine what your GPA will be or is it something else?

No. Tests like the ACT and SAT determine your chances to get into a good college. That is all.

The college board has always tried to claim that the SAT is a predictor of college success. There isn't any real evidence of this and there is a lot of controversy about the SAT. The ACT has been shielded from this to a certain extent. Perhaps because the SAT controversy has distracted everybody from it, and perhaps because the ACT is so obviously more of an achievement test than the SAT.
