ACT or SAT?

Does UPenn (Wharton?) prefer the ACT or SAT? I have taken both and I don't know which one(s) to submit. Should I just submit all?
On my first SAT I got a 1970, CR: 590, M: 690, W: 690 E:10 (just took my second SAT today and I think I got 800 in math, high writing score, and an okay reading score). My first ACT score was a 29 (Reading: 30, Science: 28, Writing: 28, Math: 29) and my second ACT was a 31 (Reading: 25 :( , Science: 29, Writing: 33, Math: 35). My Superscore is a 32 (with math being my "strong" point). Do you think my scores are enough to get into UPenn? (I have a 3.8 unweighted GPA and am in FBLA, DECA, and SGO. I have also been a volunteer firefighter for 3 years now and ride on calls daily)

Thanks!

doubt your profile, as you describe it, is enough to get you into Wharton. Make sure you got a full AP/IB schedule senior year, take SAT/ACT again for 2200+ /33+ and assume leadership of the listed clubs.
