ACT Score Submission to Stanford Universty

Hello. I have decided that I will apply to Stanford University this year for its restrictive early action program. When reading its score policy, I noticed that it says that all scores must be submitted. The first time, I took the ACT was freshman year of high school and got a 25 composite. I took it again sophomore year and got a 27 composite. In my junior year, I took it two times and scored 31 composite on both of them. I would have to send all of my scores including the ones I scored lower on my first two times. Will I be at a disadvantage then? Would the admissions officer take note of the improvements in my scores or would my scores hinder my chances of admission? Thanks.

Stanford says they will use the highest score. I have no reason to believe they are lying. However, even a 31 puts you right on the 25th %ile line. http://ucomm.stanford.edu/cds/2015#admission
