Additional info for Indiana university?

I applied to Indiana University at Bloomington, with no intentions of getting accepted into this school..definitely the hardest school I applied to and thought I had no shot at all of getting in. I recieved a letter in the mail asking for additional info..

the letter reads :
"Thank you for your interest in Indiana University. At this time, there is a concern regarding two of your academic indicators. The purpose of this email is to request additional information. Before we can make a decision on your application, we need to receive your grades from the first semester/term of your senior year and additional SAT or ACT scores, and, if you have not already done so, a personal statement explaining any deficiencies in your academic performance. Please make sure your personal statement includes your full name and birth date and is addressed to Review Committee, Office of Admissions, 300 N. Jordan Ave., Bloomington, IN 47405.

While we do not have a minimum SAT/ACT requirement, to make your application more competitive, you must submit new test results for consideration. Please note that we will consider your highest Math and Critical Reading Component scores for the SAT or the highest combined Composite score for the ACT (the Composite score based on the average of the highest scores for each subtest). Those results can be sent to us by the testing agency or your high school.
After we receive the above information, your application will be reviewed again. The committee will consider the new information while taking into account the strength of our applicant pool."

-Does this mean that they saw potential in my application and are considering me, or is this just a letter they send out to everyone?
-is it mandatory to send in a new SAT score?
-if i have great mid year grades as well as a really good letter explaining my deficiences do you think this can really help my chances?
-my test scores and SAT scores are well below average..

What do you guys think? Thanks a ton!!

This is a standard IU deferral letter, and, yes, it is for higher test scores…if your scores senior year are not higher, you could send your senior grades with an explanatory letter and see what happens…

I do know a number of students who were accepted after deferral with higher test scores…not so much with higher senior grades
