Is it logical to assume that colleges only consider admitted students for financial aid, rather than reviewing financial aid forms for every student indiscriminately?

If so, then would colleges requesting financial aid forms be a good sign?

Personally, my forms are delayed, I received an email, spoke to a fin. aid. officer about late forms, who said I would be considered for the same aid, assuming I were to be accepted. Approximately 10 days after the email, I received a likely letter from the same college. I received similar fin. aid notifications from other colleges, so I'm just wondering if these are good signs.

No one can say definitely as to whether or not this is a good sign. The federal government requires that each school has to verify a % of the financial aid information (usually around 30%). The applications are chosen randomly, so it can be a student that is accepted, or a student who is not accepted.

For schools that are need blind and the admissions and FA are done in 2 separate offices. In this situation the schools do not communicate with each other so the FA departments must prepare preliminary FA packages, so that packages will go out with the acceptances.

I know that March can be a tough month, but in the mean time all you can do is to hang in there.

Perhaps it is a good sign, but you will know soon enough.
