Admission + Scholarships at OOS?

I'm wondering if competitive out of state public schools have scholarships to help defray the huge amount of money they ask you to pay (which is usually as much as a private school!). I'm not eligible for financial aid, but are merit scholarships even possible at UWisconsin, UMichigan, UMinnesota, UNC-Chapel Hill, UCLA, UVA, etc?

(I'm from TX)

Minnesota might be different, but the other schools are quite hard to land merit money at from OOS (especially any UC school).

If you want to go to a large state university, your best bet is usually your own, especially when you have have a good one like UT-Austin.

Other people's state U's -- like Mich, UVA, UNC, etc. -- are hideously hard to get into from out of state and quite expensive compared to in-state tuition.

S was accepted last year to UMich OOS and offered 15,000/yr from LSA school there. They give out about 60 a year. There are other University wide scholarships, too (these are somewhat need-based, though, I think).
