i got an email from graduate director of mechanical engineering . it contains :

“Hello Amin. Yes, you seem very qualified. I strongly encourage you to apply to our program. If accepted to our program, you will be entering a rigorous and demanding program that will both challenge you and excite you in the field Mechanical Engineering at the graduate level. It is our hope and belief that our program will provide you an opportunity to excel in your upcoming professional career and/or promote your current career path. In addition, we offer significant merit tuition scholarship opportunities for well qualified students like yourself. Also, you may be eligible to receive a full tuition scholarship for one academic term (summer term) by meeting certain academic requirements during your studies here at RIT. The requirements to be met are maintaining a cumulative grade point average of above 3.0/4.0 and on track to complete your degree in one calendar year during the summer term. Also, you are eligible for additional financial assistance through teaching assistantships as well as graduate research assistantship opportunities. These types of assistantships are in addition to your tuition merit scholarship.”

is this mean i got full fund or how does the scholarship cost?
is cover all cost of living there?

It sounds like they urging you to apply and you * might * qualify for scholarships. HAve you submitted any applications there ?

Not yet. I just said :

I calculated my CGPA and it’s around 71% .
If i would get good score in TOEFL exam(around 100) , good recommendation from my professor and an ISI paper(that i am working on it), and also I’m learning OPENFOAM(open source CFD software package).
