I heard that UCSD and a few other UC’s are taking in more and more OOS students. Is it true for Berkeley this year or does the school plan to cut that number?

My understanding is the UCB and UCLA will cap their OOS admits and will accept more in-state. Also the UC’s are no longer offering FA for OOS students which may reduce the # of OOS even more.

Of those admitted, extremely few OOS students actually join the UCs compared to instate. UCSD’s OOS yield is less than 10%. UCLA and Berkeley’s is higher - check it out on the ucop website.
